Weather permitting, the Electrical Water Pageant has run every night for decades - nearly since WDW opened. This page has a few photos as well as a time schedule as to when you can expect to see it at various locations.

I've seen it from the beach at the Polynesian before watching the fireworks, in front of the MK, while it was passing in front of the MK from the ferry docks at the TTC and I've even seen it pass by while I was on the ferry.
It's not something worth seeking out for itself, but if you happen to be in the neighborhood for other reasons when the time comes around, it's nice to watchWhat is the boat parade at the lake near the Walt Disney World resorts?
StitchKingdom gave you a wonderful answer with all the details you'll need. I have viewed the water pagaent from a rented water boat (available at Disney's Wilderness Lodge). That was the best way to view it and we had a fantastic time!

if you are talking about the magical light parade it can be seen at the polynesian hotel--on the beach the contemporary and the grand floridian--each hotel is a different time--check allearsnet.com for the times--we saw it each night at the poly--my boys loved it--very cool~~~~~~lighted shapes on barges and some appear to move~~~~~
I think you are thinking of the Electrical Water Pagent shown on the Seven Seas Lagoon. It is shown nightly, although I'm not sure on times. I would reccomend watching it from one of the MK area resorts beaches. Probably either the Polynesian or Grand Floridian. Enjoy!
