you don't really need to be 21, they only suggest it.
Really you can be any age as long as you have a credit card, but the youngest really should be 18 years.
But as long as you have a credit card you can book at any age on the phone and online (just make sure if your under 18 to ask an adult)

No, I was able to go on a trip with a few of my friends when I was in college (older than 18 and younger than 21), and they didn't give us any problems. Disney is very accommodating.
