What was that movie that Disney always played on Halloween in the 90s?

I watched it as a young kid in the late nineties. Disney always aired it with their Halloween specials.



All I remember it was a cartoon, with a witch on a broom. And some dragon/monster thing.What was that movie that Disney always played on Halloween in the 90s?

I think i remember, It was about 3 witches, a candle of death.... or something like that, and they kidnap all the kids in a small town by singing and that monster thing gets some of his fingers ran over by a bus driven by witches when he was trying to get out a drainage thing,
